New plant in China: Engelmann Metering Xuzhou and the Tengzhou Water Group start joint water meter production

In November 2025, the new Leyuan Water Meter Factory in Tengzhou (Shandong, China) was officially opened as part of a grand ceremony. Together with the Tengzhou Water Group and our Chinese subsidiary Engelmann Metering Xuzhou we are demonstrating how determined partnership-based cooperation can quickly deliver tangible results. Within just six months, a fully operational plant was built; another milestone in our international commitment.

Why this project is so important

• Engelmann contributes technological know-how, materials and organizational expertise to the cooperation. In this way, we ensure that the water meters meet the highest standards of precision, reliability and sustainability.
• The Tengzhou Water Group took over the investment for the factory and the operating equipment. This created a solid foundation for production and the supply of the regional water network, which supplies more than 1.7 million people in the region.
• The new plant has already created the first 15 jobs; a tangible contribution to local economic development and a starting point for further growth.
• The aim is to produce water meters not only for the needs of the regional supply in future, but also for third parties. This will create a new production base for smart water meters in the region.

Prospects for the future and a strong example of global cooperation

However, the opening of the factory only marks the beginning. In close cooperation, Engelmann Metering Xuzhou and the Tengzhou Water Group are planning joint research and development activities. These should enable new products and further developments in the future and thus make the supply of water meters even more efficient and sustainable. In addition, consideration is already being given to expanding the business model to other regions. In this way, the Tengzhou Water Group will secure its own stable source for equipping its water supply network in future and Engelmann Metering Xuzhou will strengthen its presence on the Asian market. Thanks to the support of the city of Tengzhou and CPC, this project was planned, realized and opened in record-breaking time. The joint presence on the opening day, with representatives from the city, CPC, the Tengzhou Water Group and Engelmann Metering Xuzhou, underlines the importance of this project. With the launch of the Leyuan Water Meter Factory, we are sending out a strong signal: That technological expertise, international cooperation and local responsibility can create sustainable infrastructure together.
