New EU directive: What is now changing for heat and cooling BTU meters
The European Measuring Instruments Directive MID is being updated, which is particularly relevant for manufacturers and users of heat and cooling meters. With the new Directive (EU) 2026/706 the EU is creating the basis for meters for thermal energy will also be clearly included in the harmonized legal framework for cooling applications in future. Above all, this means more clarity for the market. Previously, the MID did not specify any specific requirements for cooling applications for thermal energy meters. This is now being adapted. The aim is to avoid additional national certifications and to standardize the regulatory requirements within Europe to a greater extent. The timetable:

Adoption of the directive. It amends the MID (2014/32/EU) to include cooling applications.
March 20, 2026
Publication in the Official Journal of the EU as OJ L 2026/706.
April 9, 2026
Entry into force of the directive.
By April 10, 2028
Member States must adopt and publish the necessary national provisions.
From October 10, 2028
The new national regulations must be applied.
What does that mean? Manufacturers, approval bodies and market participants must align their products, documentation and conformity assessments with the new requirements at an early stage, which we at Engelmann are doing as a matter of course. At the same time, there are transitional regulations for better planning. Additional transitional periods apply to certain measuring devices that are new to the harmonized framework. The inclusion of cooling applications in the MID is a further step towards a modern, technology-open and Europe-wide standardized legal framework. Regulatory clarity is particularly important in a market that is increasingly moving towards digitalization, networking and efficiency, as this means more planning security.
